The 2016 Amendments to the Child Abuse and Prevention Treatment Act (CAPTA) clarified that for infants affected by prenatal substance exposure, a Plan of Safe Care is developed that addresses “the health and substance use disorder treatment needs of the infants and their affected family or caregiver.” A family-centered approach to plans of safe care assists states, Tribes, and communities in meeting the provisions of this legislation and the needs of families.
