overview_of_collaborative_assessment.pdf International pilot programmes to streamline regulatory assessments and inspections – call for industry applications FDA, as a Member of the International Coalition of Medicines Regulatory Authorities (ICMRA), is pleased to share the announcement of the following new pilot programs and the call for industry applications. ICMRA is inviting industry sponsors to participate in pilot programmes focusing on i) collaborative assessments of chemistry, manufacturing and control (CMC) related post-approval changes and ii) hybrid inspections[1]. The main objectives of the two pilots include: Development of an initial common framework for collaborative assessment and hybrid inspections; Identification of best practices and standards in the quality assessment of CMC-related post-approval changes and collaborative hybrid inspections to inform relevant quality assessments; Delivery of a single list of questions to the sponsor or manufacturer, wherever possible, and identification of any misalignments, differences, and potential areas for alignment or harmonization across participating regulators’ regions; Sharing of the sponsors’ or manufacturer’s responses with the participating quality assessors/inspectors who will work towards a common approach to assessment and decision making; Identification of the conditions (products/ cases) on which cross-regional collaboration efforts in the collaborative assessment and hybrid inspection pilots should focus and the development of recommendations for a future cross-regional pathway(s) to be pursued by ICMRA. Each pilot will involve at least two regions that will conduct three assessments or collaborative hybrid inspections. Both pilots are expected to last for one year. A report summarising the key outcomes, lessons learnt and recommendations will be published after the end of the pilot programs in 2023. The launch of these pilots builds on the discussions held during a workshop on expansion of manufacturing capacity for COVID-19 therapeutics and vaccines organised by ICMRA in July 2021. Meeting participants, including more than 400 delegates from over 30 medicines regulatory authorities globally, as well as experts from the pharmaceutical industry, discussed the need for more convergence and reliance to allow faster supply of critical medicines to patients and the need to overcome logistical challenges posed by the pandemic through the use of hybrid inspections. El grupo de población más expuesto a redes sociales es el que más reticencia tiene a vacunarse. Es una de las conclusiones del encuentro En busca de un consenso sobre reticencia vacunal, organizado por el instituto #SaludsinBulos y el Instituto de Salud Global de Barcelona (ISGlobal), centro impulsado por la Fundación “la Caixa”, con la colaboración de la Fundación Severo Ochoa y la participación de una veintena de representantes de sociedades científicas, colegios profesionales y asociaciones de pacientes. Así, jóvenes menores de 24 años, con estudios secundarios o universitarios y que viven en núcleos urbanos es el sector de la población que menos confianza tiene en las vacunas y, durante la pandemia COVID, pensó en su mayoría que la amenaza era “exagerada”, según datos de una encuesta europea realizada por Vaccine Confidence Project presentada por su directora, la antropóloga y profesora Heidi Larson (LSHTM). Otro de los resultados de la encuesta es que los mensajes que apelan a vacunarse como una “obligación moral” provocan un fuerte rechazo frente a los que apelan a la “protección”, que tienen buena acogida, como refrendaron los participantes en el evento. Durante la pandemia COVID, grupos antivacunas han tratado de propagar de forma global numerosos bulos sobre las vacunas, intentando afectar de forma negativa a las campañas de vacunación. Estos grupos ya tenían actividad antes de la pandemia y difundían desinformación sobre muy diversas vacunas pero, según los resultados del I Estudio sobre Bulos en Vacunas, realizado por el Instituto #SaludsinBulos y Doctoralia, en colaboración con la Asociación Española de Vacunología (AEV), el 45% de los españoles desconocía su existencia antes del COVID. Los resultados de este trabajo también indicaron que la seguridad y eficacia son las mayores preocupaciones de los ciudadanos respecto a las vacunas. Además, otro trabajo realizado por especialistas españoles en informática de Ciencias de la Salud del Hub eSalud sin Bulos concluyó que cerca de la mitad de los videos de You Tube sobre vacunas son información falsa difundida por grupos antivacunas. Este estudio analizó alrededor de 1.000 vídeos y estableció 17.533 conexiones entre ellos. Humor contra los bulos Una de las formas que más ha calado para trasladar los mensajes antivacunas ha sido el humor, como reflejan diferentes estudios. “Los memes se difunden de forma muy rápida, tienen una carga ideológica y han contribuido a crear estados de opinión contra la vacunación. Algunos de sus mensajes, desgraciadamente, han calado en algunos sectores de la población, como los jóvenes” explica Carlos Mateos, coordinador de #SaludsinBulos. Por ese motivo, los participantes coincidieron en la necesidad de divulgar el beneficio de las vacunas a través del humor, pero sin burlarse de quienes tienen creencias equivocadas sobre las mismas. Frente a la desinformación, Jeffrey Lazarus, investigador de ISGlobal, destacó “la necesidad de mejorar la información sobre vacunación, con un lenguaje sencillo y por los canales que lleguen a la población, como las redes sociales”. De acuerdo con ello, otra conclusión a la que llegaron los especialistas multidisciplinares en vacunas es que los médicos de Atención Primaria, enfermeros y farmacéuticos tienen un papel fundamental para divulgar sobre sus beneficios y que el humor es un recurso muy útil y poco explotado para combatir los bulos de los grupos antivacunas.
