Will states create caches of emergency-access insulin?

Last week, lawmakers in Minnesota passed a bill that grants residents access to emergency supplies of insulin if they’re unable to afford supplies on their own. But it wasn't easy.
Debate over the issue prompted a bitter legislative fight, STAT’s Nicholas Florko writes. It involved Twitter feuds between politicians, tense 4 a.m. negotiations, and even legal threats from the pharmaceutical industry. 
Now, other states are eyeing Minnesota’s success. But will they be able to pass similar laws with less controversy?
