MIPS 2019 Data Submission Period Has Closed; You Can Now Review Preliminary MIPS Performance Feedback Data
The data submission period for the 2019 Merit-based Incentive Payment System (MIPS) closed on April 30, 2020. The Centers for Medicare & Medicaid Services (CMS) is currently in the process of reviewing the data submitted.
For the MIPS 2019 performance period, CMS added flexibilities to allow the healthcare delivery system to focus on the 2019 Novel Coronavirus (COVID-19) response. The automatic extreme and uncontrollable circumstances policy was extended to all MIPS eligible clinicians. MIPS eligible clinicians who were not able to submit any 2019 MIPS data by April 30, 2020 will receive a neutral payment adjustment for the 2021 MIPS payment year.
Preliminary Feedback on 2019 MIPS Data Submission Now Available
If you submitted data through the Quality Payment Program, you are now able to review your 2019 MIPS preliminary performance feedback data. Please keep in mind that this is not your final score or feedback.
Your final score and feedback will be available in July 2020. Between now and July, your score could change based on the following:
- All-Cause Readmission Measure for the Quality performance category
- Claims measures to include the 60-day run out period
- CAHPS for MIPS Survey results
- Reweighting based on COVID-19 Extreme and Uncontrollable Circumstances Applications (submitted in April)
- Quality and Cost performance category scores from facility-based measurement
- Improvement Study participation and results
- Creation of performance period benchmarks for Quality measures that didn’t have a historical benchmark
You will be able to access preliminary and final feedback with the same HCQIS Authorization Roles and Profile (HARP) credentials that allowed you to submit and view your data during the submission period. Register for CMS Web Interface and CAHPS for MIPS Survey Reporting for the 2020 Quality Performance Period by June 30, 2020
Registration is required for groups, virtual groups, and Alternative Payment Model (APM) Entities that intend to submit data for the Quality performance category via the CMS Web Interface and/or administer the Consumer Assessment of Healthcare Providers and Systems (CAHPS) for Merit-based Incentive Payment System (MIPS) Survey for the 2020 Quality performance period.
- Groups, virtual groups, and APM Entities must have 25 or more clinicians (including at least one MIPS eligible clinician) to register to use the CMS Web Interface.
- Groups, virtual groups, and APM Entities must have 2 or more clinicians (including at least one MIPS eligible clinician) to register to administer for the CAHPS for MIPS Survey.
- NOTE: APM Entities, specifically Accountable Care Organizations (ACOs) participating in the Medicare Shared Savings Program or the Next Generation ACO Model, do not need to register to use the CMS Web Interface or administer the CAHPS for MIPS Survey because they are required to submit data via the CMS Web interface and administer the CAHPS for ACO Survey.
If your group or virtual group submitted data for the Quality performance category via the CMS Web Interface for the 2019 performance period, you’ll automatically be registered for the 2020 performance period unless you cancel your registration. Please note, if your group or virtual group registered to administer the CAHPS for MIPS Survey for the 2019 Quality performance period, you'll need to register again to administer the CAHPS for MIPS Survey for the 2020 Quality performance period.
How to Register
To register, please log in to the Quality Payment Program (QPP) website. If your group, virtual group, or APM Entity would like to submit data for the Quality performance category using the CMS Web Interface and/or administer the CAHPS for MIPS Survey for the 2020 Quality performance period, you must register by 8:00 p.m. Eastern Daylight Time (EDT) on June 30, 2020. You may edit or cancel your registration at any time during the registration period.
You can register by:
- Signing into QPP;
- Going to the Manage Access page; and
- Clicking “Edit Registration” by 8:00 p.m. EDT on June 30, 2020.
You'll need to have the Security Official role in order to register your organization. Please refer to the QPP Access User Guide and the How to Register for CMS Web Interface and CAHPS for MIPS Survey webpage for more information.
Who Does Not Need to Register
Groups, virtual groups, and APM Entities planning to collect and submit data for the Quality performance category for the 2020 performance period using other ways (for example, submitting MIPS Clinical Quality Measures through a Qualified Registry) and not planning to administer the CAHPS for MIPS survey do not need to register.
