SMDL: Budget Neutrality Policies for Section 1115(a) Medicaid Demonstration Projects

Today, the Centers for Medicare & Medicaid Services (CMS) issued a letter to state Medicaid Directors that clearly and specifically explains how to calculate budget neutrality expenditure limits for Medicaid section 1115 demonstration projects.
