This 11-page report is the fourth update of a rapid risk assessment that addresses the public health risk associated with the current Ebola virus disease (EVD) outbreak in the Democratic Republic of the Congo and its implications for European Union/European Economic Area citizens. It was triggered by an increase of EVD transmission in the affected areas over recent weeks, the persistent occurrence of new cases among contacts unknown at the time of EVD diagnosis, the occurrence of a substantial number of cases outside of the ring vaccination contacts, and current challenges for the prevention and control of EVD. This statement is from a meeting held to provide the World Health Organization (WHO) Director-General with the committee's views and perspectives on Ebola virus disease in the Democratic Republic of the Congo, whether the event constitutes a Public Health Emergency of International Concern (PHEIC), and if the event constitutes a PHEIC, what temporary recommendations should be made. The Director-General accepted the committee’s assessment and on April 12, 2019, did not declare the Ebola outbreak in the Democratic Republic of the Congo a Public Health Emergency of International Concern. This four-page report provides information about preliminary analysis that was completed with the aim to better understand whether or not the rVSV-ZEBOV-GP candidate vaccine is effective and is contributing to prevent cases of Ebola virus disease when delivered using the ring vaccination strategy. This experimental Ebola vaccine is being used to try to contain the outbreak in the Democratic Republic of the Congo, and is protective 97.5 percent of the time. These early results confirm previous observations of high efficacy of rVSV-ZEBOV-GP Ebola vaccine against disease. (PDF)
