This 84-page report, commissioned by and prepared for the Global Preparedness Monitoring Board, examines the current state of preparedness for pandemics caused by “high-impact respiratory pathogens” — pathogens with the potential for widespread transmission and high observed mortality. Were a high-impact respiratory pathogen to emerge, either naturally or as the result of accidental or deliberate release, it would likely have significant public health, economic, social, and political consequences. This 60-page report examines the Federal Emergency Management Agency (FEMA)’s and the Red Cross’ coordination of mass care in response to Hurricanes Harvey, Irma, and Maria in 2017, and FEMA’s support and use of assessments of mass care capabilities for the 2017 hurricanes. It makes six recommendations, including that FEMA emphasize the importance of defining roles and responsibilities in its guidance to states and localities, require them to solicit information from key mass care providers in assessing capabilities, and develop protocols for providing feedback to grantees on capability assessments. This 43-page report summarizes the results of biological decontamination experiments performed at the Water Security Test Bed (WSTB). The experiments focused on removing and remediating Bacillus globigii spores adhered to the inner surface of the eight-inch water pipe. Bacillus globigii spores are a non-pathogenic surrogate for Bacillus anthracis, which is the causative agent of anthrax. First responders and decision-makers managing a water contamination event can use data in this report to more effectively make decisions about decontamination water infrastructure. (PDF)

The 48-page document details how the world is at acute risk for devastating regional or global disease epidemics or pandemics that not only cause loss of life but also upend economies and create social chaos. Through analysis of country-level data, key stakeholder interviews, and reviews of high-level recommendations made in the wake of recent emergencies, this 65-page report provides an overview of the status of country preparedness capacities and global progress in implementing identified priority actions. The analysis indicates that the strongest capacities across all countries include laboratory systems, surveillance, and immunization. The weakest include capacities for preparing against chemical and radiation emergencies, as well as securing points of entry. (PDF)

Several accompanying appendices provide users with information about pathogens classified as Category A infectious substances, decision-making for waste treatment and disposal activities, communicating effectively about safe waste management and associated issues, and additional related resources. This 36-page report was written when the national union representing fire fighters requested assistance after a municipal fire department responded to a fire at a chemical manufacturer and distributor in January 2018. The request concerned chemical exposures these fire fighters may have experienced during their response activities, and asked for guidance on long-term medical monitoring for those who participated in this response. The study found that most fire fighters who had symptoms related to the response fully recovered, although some fire fighters had persistent symptoms after four months. (PDF)
