In a Monday memo, the White House called for a pause in federal grants and loans. A follow-up memo on Tuesday indicated that Medicaid payments should not be affected by these pauses, but states have reported difficulties accessing Medicaid payment portals. A team of STAT reporters sorted out what happened and how states, universities, and other institutions have responded.
