Source: Ahmedabad Municipal Corporation (AMC). Published: 6/2019. The Heat Action Plan is a guide to extreme heat planning in Ahmedabad, India, and includes an early warning system for extreme heat. This 26-page report is the 2019 updated version of the plan. It details the three main strategies for implementation of the plan, and describes how to activate the plan. Ahmedabad is the first Indian city to create a comprehensive early warning system and preparedness plan for extreme heat events. (PDF)

This 16-page report from the Office of Inspector General recommends that the Department of Homeland Security (DHS) take immediate steps to alleviate dangerous overcrowding at the El Paso Del Norte Processing Center (PDT). Overcrowding and prolonged detention represent an immediate risk to the health and safety not just to the detainees, but also to DHS agents and officers. The facility’s cells are unable to accommodate the number of detainees currently being held, and the need to separate detainees with infectious diseases, such as chicken pox, scabies, and influenza, from each other and from the general population is further exacerbating the issue. In April 2019, the Region II Head Start Association met with several Early Childhood Professionals (ECPs) in Puerto Rico who were impacted by Hurricane Maria to learn more about their disaster recovery experiences. Preliminary findings from these meetings are detailed this 11-page white paper and show that 85 percent of ECPs reported damage to their childcare programs, and that childcare programs were closed an average of six weeks. Almost two years later, ECPs and children are still experiencing the impacts of Hurricane Maria. (Text)

In June 2018, the Federal Emergency Management Agency (FEMA) began implementing a new approach to assist individuals with disabilities. This 75-page report addresses challenges FEMA partners reported in providing assistance to such individuals and those who are older, challenges such individuals faced accessing assistance from FEMA and actions FEMA took to address these challenges, and the extent to which FEMA has implemented its new approach to disability integration. The report recommends that FEMA clarify its application and take other actions. (PDF)
