Amid Funding Restrictions and Uncertainty, Planned Parenthood Clinics Face Closures and Mergers
Since January 2025, 57 Planned Parenthood clinics across 20 states have closed or consolidated with other sites. Both Louisiana Planned Parenthood sites closed in the past year, as have four of the six clinics in Iowa. A new KFF analysis finds that changes in clinics’ use of Title X—a federal family planning grant program—occurred alongside these closures: Half (247) of the country’s Planned Parenthood clinics currently participate in the Title X program across 29 states, down from 297 Planned Parenthood clinics in 34 states and DC last year. California, Texas, and Ohio saw the largest decreases in Planned Parenthood participation in Title X.
Federal policy and judicial actions in 2025 significantly restricted Title X and Medicaid funding for Planned Parenthood and resulted in notable funding losses and financial instability for these clinics. The One Big Beautiful Bill Act banned federal Medicaid funding to Planned Parenthood for one year starting in July of 2025 and the withholding of federal Title X family planning funds from hundreds of clinics contributed to mounting financial pressures. These pressures could contribute to future closures or mergers in the years ahead, raising concerns about access to family planning and other health care for women with low incomes.
