On October 20, 2026, the Department of Justice unveiled the Fraud Whistleblower Incentive Program (WHIP), formally the National Fraud Enforcement Division Criminal Tip Rewards Pilot Program (the “Program”) — a three-year pilot that pays an up-front reward of $10,000 to $30,000 for tips leading to criminal charges, well before a case resolves through conviction, forfeiture, or appeal. DOJ is relying on its existing statutory authority under 28 U.S.C. § 530C(b)(1)(L) to pay rewards for assistance to the Department, and awards remain entirely discretionary and non-appealable. The Department of the Treasury has committed $25 million to stand up the Program, and tipsters are directed to submit through an intake form at america.gov/fraud (though DOJ reserves discretion to consider tips submitted through other channels as well). For now, the Program is focused on federal health care offenses, with particular emphasis on hospice, home health, day care, and special services fraud.
