Training Opportunity: Gathering and Using Member Feedback in Plan Governance
Date/Time: Wednesday, March 27, 2019, 12:30pm-2:00pm (EDT)
This is the third webinar in the Member Engagement plan governance series. Gathering and Using Member Feedback will feature strategies for successfully soliciting feedback from members and communicating feedback to staff across all operational levels within the plan, including senior plan leadership. During the webinar, plan representatives will share strategies for communicating changes in processes, policies, and procedures with members engaged in plan governance and will provide specific examples of changes that occurred as a result of feedback from members. Individual members will share their first-hand experiences participating in plan governance and will offer their insights on how their role in plan governance has led to improvements in care for individuals dually eligible for Medicare and Medicaid, as well as other people with complex health and social needs.

Intended Audience: This webinar is intended for staff of Medicare-Medicaid plans (MMPs), Dual Eligible Special Needs Plans (D-SNPs), managed care organizations (MCOs), and PACE organizations who are interested in engaging members in plan governance through consumer advisory committees or other strategies.
Using Health Homes to Integrate Care for Dually Eligible Individuals: Washington State’s Experiences
The Integrated Care Resource Center recently released a brief, Using Health Homes to Integrate Care for Dually Eligible Individuals: Washington State’s Experiences. This health home-based, managed fee-for-service demonstration carefully targets dually eligible beneficiaries with multiple chronic conditions and high costs. By engaging individuals in their care and focusing on the goals that matter most to them, health home care coordinators help enrollees to make meaningful behavior changes that improve health outcomes and reduce costs. While early evaluation results point to the effectiveness of this model, its long-term sustainability depends on the state’s ability to continue to access Medicare performance payments. The brief describes: (1) the demonstration’s structure; (2) results achieved to date; and (3) insights on the demonstration’s implementation from the state and other stakeholders. Evaluation of the Initiative to Reduce Avoidable Hospitalizations among Nursing Facility Residents – Payment Reform (NFI 2) Initiative Year 1 (FY 2017)
CMS is pleased to share the second annual report of the “Evaluation of the Initiative to Reduce Avoidable Hospitalizations among Nursing Facility Residents—Payment Reform”.
Early findings in the report are preliminary and should not be considered conclusive. Nevertheless, the evaluation found some promising evidence that payment reforms have led to a consistent pattern of improved outcomes in newly-recruited facilities. Facilities that had participated in an earlier phase of the Initiative did not show further improvements beyond what was expected based on the trends established during that phase.
For both groups, additional years of data and analysis should provide more definitive insight about Initiative effects.

MMCO 2018 Report to Congress 
We are pleased to share that on March 21st, CMS provided Congressional leaders with the Medicare-Medicaid Coordination Office FY 2018 Report to Congress, as required by statute.  The complete report is now available on the MMCO website at: https://www.cms.gov/Medicare-Medicaid-Coordination/Medicare-and-Medicaid-Coordination/Medicare-Medicaid-Coordination-Office/Downloads/FY-2018-Report-to-Congress.pdf
This report provides an overview of CMS activities, accomplishments, and ongoing work to improve care for the 12 million Americans concurrently enrolled in both the Medicare and Medicaid programs. Of note, the number of Medicare-Medicaid enrollees in integrated programs rose from about 162,000 in 2011 to more than 830,000 in 2018.
