Source: RAND Corporation. Published: 9/2020. In September 2017, Puerto Rico was struck by Hurricanes Irma and Maria. To establish an evidence-based foundation for the recovery plan, the Homeland Security Operational Analysis Center (HSOAC) was asked to conduct an assessment describing the damage from the hurricanes and remaining needs across Puerto Rico. This 215-page report focuses on the damage and needs assessment and related courses of action, which are a collection of activities, policies, and actions that support the human capital investments and that were developed for Puerto Rico’s health and social services sector by the Health and Social Services Sector team.
