The positions are located in the Centers for Medicare and Medicaid Services, Center for Medicaid and Medicare Services (CMCS), Disabled and Elderly Health Programs Group (DEHPG), Division of Pharmacy (DP). The responsibilities of the Division consist of operating the Medicaid Drug Rebate Program (MDRP); developing and monitoring Medicaid pharmacy coverage and reimbursement policies, including review of state plan amendments and publication of pricing databases, such as National Average Drug Acquisition Cost (NADAC) and Federal Upper Limits (FULs); and working with states of drug utilization review and drug management programs. The Division is responsible for interfacing and negotiating with other CMS and departmental components (such as Medicaid parts B and D, the Food and Drug Administration, the Public Health Service and the Department of Veterans Affairs), national professional organizations, and other government agencies regarding Medicaid pharmacy policy, operations and systems.
As a Supervisory Health Insurance Specialist, you will serve as the Deputy Director with the shared responsibility for planning and coordinating the functions related to developing, interpreting, implementing, evaluating, and reviewing Medicaid prescription drug programs and policies as well as overseeing the staff engaged in performing associated tasks. You will help lead the development, monitoring, enforcement, and the evaluation of regulations, policies, procedures, State Plan Amendments and other guidelines for States in the design and implementation of their Medicaid prescription drug programs.  You will participate and negotiate with high-ranking State and Federal officials on issues related to division work as well as facilitate, manage, and build relationships with all internal and external Stakeholder groups.
As a Health Insurance Specialist (Technical Director), you will serve as technical authority and advisor for the division in the development of program policy related to Medicaid prescription drug programs, Medicaid pharmacy policy, and other policy areas of responsibilities that are located within the division. You will provide expert and authoritative advice and guidance in the evaluation of proposed, modified, or new legislation and regulations to access impact on Medicaid prescription drug programs, etc. You will serve as team leader or expert resource for the division or inter-component teams involved in projects and studies designed to improve the efficiency and effectiveness of the Medicaid pharmacy program, provide recommendations, and prepare a variety of written products.
