Now, onto the legislative docket 


In last week's edition, I told you about the proposal being considered by the Southern California city of Beverly Hills to ban sales of all tobacco products. As it turns out, though, the ordinance taking shape isn't looking like a total ban. This week, a city commission tasked with making recommendations to the city council called for exempting existing cigar lounges and all hotels from the ban. Former California Gov. Arnold Schwarzenegger, of all people, has also weighed in on the proposal, advocating for an exemption to one upscale cigar club, Politico reports.

Meanwhile, in Sacramento, California state lawmakers are considering a bill that would prohibit medically unnecessary surgeries on children born with genitals that are atypical, the Los Angeles Times reports. Supporters of the bill, which if passed would be the first such law in the nation, say patients shouldn't get such surgeries until they're old enough to consent to them. But the legislation is also getting pushback from some pediatric urologists who say that parents should be able to make decisions for their children and that patients often heal better from such surgeries when they're young.
