He is a former pharmaceutical lobbyist who has taken charge of drug pricing policy in Trump’s White House. He attempted to cancel the president’s signature speech on drug prices, and health secretary Alex Azar’s accompanying “blueprint,” 90 minutes before the president was set to take the stage. And in 2016, just 10 days after Trump’s “Access Hollywood” scandal, he wrote the GOP nominee’s campaign a check for $2,000.
On the issue of drug prices, Joe Grogan might be the most interesting man in Washington. In just two years, he skyrocketed from Gilead Sciences lobbyist to mid-level budget aide to the director of the president’s Domestic Policy Council, giving him rein to reshape White House health policy in his own image.
Along the way, Grogan has drawn the wrath of D.C.’s most conservative advocacy groups and left an angry trail of former Trump administration aides in his wake. Yet for all the chaos he’s caused, according to eight current and former administration health officials, his biggest accomplishment has been to stymie the president’s boldest drug pricing reforms.
