The assessment is rooted in secondary data analysis, literature and document reviews, international case studies, and key informant interviews. It found that overdoses involving fentanyl and other synthetic opioids claimed more than 30,000 lives in 2018, a 10-fold increase since 2013, and that synthetic opioids drive up deaths rather than the number of users.
