This 23-page guidance document defines the nature of four categories of special context countries, and outline the challenges and unique dynamics that each one faces. The categories are Small Island Developing States(SIDS); Federated States; Overseas Territories; and Countries in Conflict. The guidance proposes options to address the identified challenges when implementing a Joint External Evaluation (JEE) as part of the International Health Regulations (IHR) Monitoring and Evaluation Framework, and developing a national action plan.
