New outbreaks
Summary of outbreaks
Total outbreaks: 1
Outbreak 1 (Devora): Devora, Yizreel, Hazafon
Date of start of the outbreak: 5 Feb 2019
Outbreak status: Continuing (or date resolved not provided)
Epidemiological unit: Farm
Total animals affected
Species / Susceptible / Cases / Deaths / Killed and disposed of / Slaughtered
Cattle / 254 / 1 / 0 / 0 / 0
Affected population: A group of 254 imported calves were received at the farm on [3 Sep 2018]. The calves were born at the end of 2017 or the beginning of 2018. On [24 Dec 2018], the calf was slaughtered with 10 additional calves from the same group. In the slaughterhouse, lung lesions were seen in one calf and sent to the laboratory. No lesions were found in the other calves of this group, which were slaughtered on the same day or on other dates.

Outbreak statistics [rates apparent, expressed as percentages]
Species / Morbidity rate / Mortality rate / Case fatality rate / Proportion susceptible animals lost*
Cattle / 0.39 / 0 / 0 / 0
*Removed from the susceptible population through death, destruction, and/or slaughter

Epidemiology
Source of the outbreak(s) or origin of infection: Introduction of new live animals, legal movement of animals.
Epidemiological comments: The calf is an imported calf that was suspected of the disease at the slaughterhouse. Control measures that are taken are quarantine of the remaining calves of the group, tracking contacts and surveillance at the slaughterhouse. People who were in contact with the affected calf have been referred to the Ministry of Health.

Control measures
Measures applied: Traceability, quarantine, surveillance within containment and/or protection zone, vaccination permitted (if a vaccine exists), no treatment of affected animals
Measures to be applied: No other measures

Diagnostic test results
Laboratory name and type / Species / Test / Test date / Result
Abu Kabir TB Laboratory, Ministry of Health (national laboratory) / Cattle / Polymerase chain reaction (PCR) / 5 Feb 2019 / Positive
Kimron Veterinary Institute, Bacteriology Department (national laboratory) / Cattle / Microscopic examination / 26 Dec 2018 / Inconclusive
Kimron Veterinary Institute, Bacteriology Department (national laboratory) / Cattle / Polymerase chain reaction (PCR) / 5 Jan 2019 / Inconclusive

Future reporting

[We are informed that the case involves a male calf imported from Portugal.

The veterinary health certificate required by Israel's Veterinary Services to accompany male calves for slaughter from EU countries includes the following relevant segment: "The herds from which the animal originate are officially declared free from tuberculosis and have passed a negative tuberculin test within the last 36 months (state date of test)."

According to the report, the male calf, born "at the end of 2017 or the beginning of 2018" in Portugal, was received, with its group of 254 animals (same origin?), on the farm on 3 Sep 2018 and slaughtered almost 4 months later, 24 Dec 2018. Duration and means of international transport, time of arrival in Israel and location of stay (in a quarantine station?) before entering the farm of destination are not given. These data are relevant to the epidemiological assessment and measures applied.

Bovine tuberculosis has been eradicated in Israel in 1973, with not a single case detected on a dairy farm since. The last case in grazing beef cattle was recorded in 1999.

On 11 Jan 2018, Israel submitted to the OIE an immediate notification reporting a suspected outbreak of bovine tuberculosis in Kibbutz Galon ( 20180112.5555373). We are informed that the suspicion was eventually not confirmed in cattle, and the case closed.

Portugal's presentation to the PAFF Standing Committee, Brussels, 12 Jul 2018, titled "Implementation of Bovine Tuberculosis Eradication Programme in Portugal, 2017" is available at https://ec.europa.eu/food/sites/food/files/animals/docs/reg-com_ahw_20180712_pres_bov-tub_por.pdf.
