The committee recommended the addition of 28 new medicines to the List of Essential Medicines (EML), and noted the adoption and utilization of the Access, Watch, and Reserve (AWaRe) classification of antibiotics on the EML by several Member States, including the endorsement of AWaRe by the G20 Health Ministers in Argentina in October 2018. Although they are still being strengthened, existing capacities and mechanisms in Malawi provide a strong basis for moving forward and building a robust capacity to respond to public health events and emergencies as obligated under the IHR. While the Philippines has developed capabilities in various program areas for public health emergency preparedness and response, there are still challenges in achieving a harmonized approach for implementation of the IHR. A review and update of preparedness and response mechanisms is needed with clear terms of reference and level of representation in order to meet the expected deliverables and strengthen multi-sectoral coordination for health security. In late 2018, the World Health Organization (WHO) Global Influenza Programme consulted its Member States through a survey to better understand the current level of pandemic preparedness among Member States and to identify the capacity areas in which WHO and its partners should focus their technical assistance in the coming years. This 56-page summarizes the methods and findings of the survey, including that while globally 92 of 104 countries indicate they have a national pandemic influenza preparedness plan, 44 of those were developed before the 2009 influenza pandemic and have not been updated since.
