This toolkit, updated in November 2019, provides whole community partners the information and resources to understand lifelines, coordinate with entities using lifelines, and serve as basic guidance for how to implement the lifeline construct during incident response. A lifeline enables the continuous operation of government functions and critical business, and is essential to human health and safety or economic security.
