New rules finalized for insurers who cover abortion services 

HHS and CMS on Friday finalized new rules for insurers who offer plans through the Affordable Care Act’s health exchanges and also cover abortion services. Insurers will soon have to send Obamacare recipients separate bills — one just for any abortion services their premiums cover, and one for all the other health services that are covered. Since abortions cannot be paid for by federal funding, proponents of the new rules — first announced last year — argue that this separatation ensures that no federal dollars contribute to covering the procedure. Opponents, including the Guttmacher Institute, say the rules are intended to sow confusion and make it difficult for insurance companies to offer coverage for abortion. The separate billing rule will go into effect at the end of June 2020.
