CMS Issues RFI Regarding Availability and Pre-Approval of Medicaid Information Management System Modules

The Centers for Medicare & Medicaid Services (CMS) issued a request for information (RFI) on Tuesday, June 14, 2016, entitled Modular Solutions for Medicaid IT Enterprise and Pre-certification of Solutions.
CMS provides states with $5 billion each year to develop and maintain their Medicaid Management Information Systems (MMIS). These systems are used by states to process claims and encounters, enroll and pay providers, and manage enrollment and benefits for beneficiaries for the 71 million people receiving coverage through the Medicaid Program. 
CMS is promoting modular architectures and solutions for state Medicaid enterprise systems in order to encourage the re-use of technical solutions among states, minimize customization and configuration, and increase competition in the Medicaid enterprise marketplace. CMS is especially interested in the development of modules aimed at improving care management and heath information exchange for state Medicaid agencies and for other agencies providing person-centered services and benefits.
With this RFI, CMS seeks public input regarding the availability of modular solutions for Medicaid enterprise systems, specifically for clinical data warehouse and identity management modules. CMS is also soliciting input on the possibility of pre-certification for such modules in order to streamline the development and certification of MMIS. Responses will inform CMS strategic direction, future Medicaid enterprise architecture decisions, policies and processes, and future guidance issued to the states and to vendor communities.
RFI responses are due by Thursday, July, 14, 2016.
