ONC Health IT Certification Program Updates (01/06/2017)

Test Method Updates

The Finalized 2015 Edition test procedures and test data for § 170.315(g)(1) Automated Numerator Recording and § 170.315(g)(2) Automated Measure Calculation are now available for use in the ONC Health IT Certification Program. The documents are available on the 2015 Edition Test Method Page.

The test procedures and data accommodates the updated provisions outlined in the Medicare Program; Merit-based Incentive Payment System (MIPS) and Alternative Payment Model (APM) Incentive under the Physician Fee Schedule, and Criteria for Physician-Focused Payment Models final rule, issued by the Centers for Medicare & Medicaid Services (CMS) on October 14th, 2016. The new features included in the finalized documents include:
  • Self-testing and attestation by the health IT developer
  • Global required test for actions occurring outside of the reporting/performance period or calendar year
  • Four sets of test data with the same test patients for the eligible providers/eligible clinicians and the same test patients for eligible hospitals/critical access hospitals
  • Tests for three data combinations: EPs, Individual ECs, and Group EC

Cypress Testing Tool

Cypress has scheduled a minor release (Cypress v3.1.0) for January 10, 2017 that will support the Implementation Guides release by HL7 and CMS in December 2016.  Conformance to these new Implementation Guides will be enforced on all QRDA Category III submissions using the 2016 Bundle for the 2017 Reporting Period.  There will be no changes to QRDA Category I submissions using the 2015 Bundle for the 2016 Reporting Period.
