As SAMHSA continues its efforts to improve the behavioral health of children, adults, families, communities, tribes, territories, and states across the country, we have been working diligently to fill a number of key leadership and management roles.

Today, I share some important personnel announcements:

First, Rear Admiral Peter Delany has been requested to serve on a detail assignment as a Special Advisor to the Director of the Office of National Drug Control Policy, effective November 16, 2015. In this role, Rear Admiral Delany will focus on data and analytic policy issues in support of the President’s Initiative to Combat Opiate Use. I am grateful to Rear Admiral Delany for his many years of service to the Center for Behavioral Health Statistics and Quality (CBHSQ) and am confident that he will make a great contribution in this exciting new role.

In order to ensure that CBHSQ maintains a strong leadership team during this transition, I have asked Daryl Kade, who has steadfastly led the Center for Substance Abuse Treatment (CSAT) for the past year, to serve as the Acting Director of CBHSQ. I appreciate Ms. Kade’s agility and demonstration of the true spirit of the Senior Executive Service by accepting this new assignment as we work toward the placement of a permanent CSAT Director.

In the interim, I am pleased to announce that President Obama has appointed Tom Hill as SAMHSA’s Senior Advisor for Addiction and Recovery and will serve as the Acting Director of CSAT. Mr. Hill has worked for many years toward the goal of long-term recovery for individuals, families, and communities through peer services anchored in the organized recovery community. Over the years, he has been involved with many SAMHSA programs and is frequently sought out as a national thought leader in the recovery field. His experience as a person in long-term recovery spans over two decades. I am confident that he will work well with the CSAT team and be a great asset to SAMHSA.

Please join me in wishing Rear Admiral Delany and Ms. Kade well on their new assignments, and welcoming Mr. Hill to SAMHSA. We will continue to work together to reduce the impact of substance abuse and mental illnesses on America’s communities.
