eCQM Logic Correction

The Centers for Medicare & Medicaid Services (CMS) has provided guidance about measure CMS147 that is in the 2014 measure set for the Electronic Health Record (EHR) Incentive Program for Eligible Professionals. We want to bring to your attention that an error was found in the logic for CMS147v3, Preventive Care and Screening: Influenza Immunization, which was posted on May 30, 2014 as part of the annual 2014 measure set update.

CMS147v3 provides two options for meeting the numerator. An influenza vaccination must be recorded during the flu season, either before the (calendar year) measurement period or during the measurement period. In the 2014 annual update, a logic error was introduced such that both conditions must be met for numerator compliance. This means that an influenza vaccination must occur both before the measurement period andduring the measurement period. As a single event cannot take place during two different times, no patient in a provider's panel will be eligible to meet the numerator condition, resulting in a performance score of zero.

CMS has posted a corrected version of the measure, CMS147v4. CMS147v3 will not be valid for reporting purposes. The updated measure is part of the new package available on the eCQM Library page.

An updated Measure Logic Guidance document (v1.9) will also reflect this change and will be posted to the eCQM Library page by July 10, 2014. Value sets for this measure remain unchanged. The Value Set Authoring Center (VSAC) authoring tool will be updated by July 10, 2014, to reflect the new version number.
